UR Huye Campus Administrator - Biography

Wilson is the Campus Administrator since February 2020. Before Joining the University of Rwanda, he worked for Tumba College of Technology currently IPRC Tumba one of 8 Colleges of Rwanda Polytechnic for 13 years. His previous experience has been in the field of Finance, Administration and Human Resources Management and Procurement. 

Wilson’s exposure spanned through a number of job positions he has occupied including : Academic Registrar for one year in 2007 , Director of Administration and Human Resources for 8 years , Vice Principal for Administration and Finance From March 2016 to March 2018 and Corporate Services Division Manager from June 2018 to January 2020. 

Wilson holds a Master’s degree in Business Administration as well as a Post Graduate Diploma in Strategic Human Resource Management. He has participated in different leadership and management courses including but not limited to Leadership and management of Higher Education Institution offered by Maastricht School of Management Netherlands, Training Good practice of Administration, Standard Operational Procedures organized by Electronic Engineering Institute of Surabaya in Indonesia.

Functions Tasks
Provide Leadership and effective management of the Campus’s Administrative Services

- Manage the Campus’s human, physical, financial resources, assets and facilities to ensure maximum utilization, efficiency, effectiveness and quality of service.
- Advise the Principal on the formation, development and application of policies and strategic decisions relating to the Administration.
- Develop and embed a culture of customer focus and performance management to ensure high quality and continuous improvement in service delivery.
- Ensure regular and effective communication between Campus, College and UR in General.
- line manage all administrative staff working on the campus who are not within the Office of academic head of campus
- ensure that all administrative staff carry out their duties effectively and efficiently and are held accountable for their activities
- establish an environment in which students learn effectively, staff teach and research effectively, and administrative staff work efficiently
- anticipate issues and problems ahead of time, ensuring that the academic calendar and policies are respected
- undertake other assignments delegated to her/him by the head of campus/Principal

Coordinate and participate in College Planning and Strategic Direction

- Development of Annual Work Program and Budget (AWPB) and Medium Term Expenditure framework (MTEF)

Participate in developing effective strategies and provide technical advice in disseminating them.

- Providing policy advice and technical services on matters regarding areas of technical responsibilities including Financial, Human Resource Management and Administration, Procurement , facilities and all unit under his/her supervision in the campus

Effective management and oversight of all financial functions

- To ensure college financial procedures are efficient, meet Government requirements, and are understood and implemented across all the institutional structures.
- To undertake ad hoc financial analysis from time to time, to assist the Campus Management in taking management decisions.
- Facilitate timely submission of all required financial reports to UR HQ as per the budget organic law
- Facilitate Implement the auditor general recommendations in the area of financial management

Coordinate all the Estate functions

- Ensure that policies of managing the properties are well implemented
- Monitoring estate projects ; constructions, maintenance and other services
- Ensure that all management tools of Campus assets are available and operational

Develop standard operating procedures, to build coherence across campuses

- work closely with other campus Operations Directors
to share resources in a way that builds the University
- Maintain daily close liaison with the Offices of the Principals and where necessary functional managers and the Deputy Vice Chancellors
- provide an interface with local communities, Districts and Provinces, and local industry and private sector
- take a lead in the identification, mobilization and distribution of resources

Coordinate all the Estate functions

- Ensure that UR policies of managing the properties are well implemented
- Monitoring estate projects ; constructions, maintenance and other services
- Ensure that all management tools of campus assets are available and operational
